Following receipt of Colonel Boyd's note last week suggesting inquiry as to whether or not Worms & Co. were on some "black list", as General Doriot had heard or read that it was, I telephoned my friend, Dana Sawyer, at the Federal Reserve Bank of Boston this afternoon and asked him about it. I told him that I had gone over the published list of Proclaimed Foreign Nationals and had not found Worms listed. He replied that there were a number of Foreign Nationals on what might be called "confidential lists" with respect to which the Treasury had taken specific action and he suggested that he look over what he had in his files and call me back.
Later in the afternoon Mr. Sawyer telephoned me to say that Worms was one of about half a dozen French banks with respect to which the Treasury had imposed various restrictions. He specified various ways in which Worms was restricted, such as, for example, remittances for living expenses to persons in Europe could not be made through Worms without a special license. In general, these restrictions might be summarized as involving the payment to Worms or on Worms order of funds within the United States or engaging in business transactions with it. However, so far as the exchange of information with Worms was concerned, he said that there were no restrictions.
