Dear Sirs,
We are in receipt of your favor of the 29th ultimo and are much obliged for the further information you give us with reference to the new scheme for the limitation of freights & price of coals for the North of France & Bay ports. We see by our newspapers today that it has now been brought into force.
We quite see that it is not sufficient for the French Authorities to ask the British Government for a certain quantity of coal per month without any indication of the quantity of each quality of Coal that is wanted. There should not be any difficulty for the French Authorities to furnish this information in approximate figures; it would then be for the British Government to advise the local Committees accordingly.
No doubt the situation in South Wales continues to get more difficult and if the local Committee find it impossible to execute the orders they receive it would be for the French Authorities to decide what should be done.
