Dear Sirs,
Referring to your favor of the 23rd inst., we have now to hand you copy of the letter we have received from Messrs Thomas Cooper & Co. placing on record the position in connection with the purchase of British steamers, from which you will see that the intention of the acts passed in 1915 & 1916 was as far as possible to confine the shareholders in British Flag steamers to British subjects. On the other hand before the war quite a number of steamers traded under the British Flag, particularly perhaps Greeks, and we understand that for the duration of the war at all events these steamers have not been interfered with.
