Dear Sirs,
I duly received your favour of the 18th inst. also your two telegrams of the 21st & 24th inst.: To your wire of the 21st I replied: "Group nine - Arrange Best Screened Cools" therefore, will you kindly note to arrange to load Best Northumberland Screened Coals for these buyers, and attend to all Insurance for their account.
To your second telegram, I have simply wired you: "Your telegram 24th received, writing"
Mr. Delattre simply acts as consignee, the real Consumers being the war Group No.9, of course, it is almost impossible to indicate the ultimate receivers of the coals as these are put into Lighters at Rouen ana delivered afterwards to inland buyers. In reply to your communication, Mr. Pirot, whom I have seen today on the subject, has asked me to let you know that it is very difficult, if not impossible, to give a list of their members, which really would not mean anything, as they can only state the receivers on arrival of the lighters at Montargis. He adds that you can state to your Committee that all the coals that you would ship would be put into lighters at Rouen for delivery in certain towns in the neighbourhood of Montargis and even Paris to War Industrial works included in the Seven French Departments which form their Group. Mr. Pirot has assured me that your Committee will not ask anything further.
In fact, it is precisely to enable you to reply immediately to the Committee that Mr. Adamowiez wired you as he did. He has had the same difficulty with his Principals, and they ultimately succeeded to secure the export permit or in any case the Committee's acceptance for next quarter year, say January/March 1918. As far as returning to other exporters the profit on the quantities they may claim, you need not have the least apprehension on the subject as Mr. Adamowicz told you.
Other business. For your information I have closed for your account, subject to import authorisation first, and then subject to your being accepted by the Committee your side as shippers:
1. Compagnie charbonnière d'armement - 9, rue de Clichy, Paris, 1.600 tons Unscreened Gas Coals,
5.400 tons Northumberland Screened Coals 7.400 tons for delivery during this quarter year to Bayonne.
2. The same quantity with the same people for delivery first quarter 1919, January to March.
3. Comptoir d'importation de Dunkerque - 15, rue du Magasin Général - Dunkirk
2.000 tons of either Yorkshire or Northumberland
Coals for delivery this year. Import Authorisation will be remitted in due course.
4. I am discussing a very important business for the Northern district of France which has just been freed from the Germans. The quantity will roughly be 5.000 tons perhaps 10.000 tons monthly, both Northumberland and Yorkshire Coals. I do not think there will be much trouble to obtain the Export permit your side as it will be a new business for these two districts.
All necessary particulars will follow. I am glad I have been able to arrange business with you as rapidly and I sincerely trust everything will turn out alright both with regard to import authorisations this side and export permits your side.
